[KEP-2839] Discussion on permission model of Liens

Hi all, 

I would like to get feedback on the permission model of Liens which is a part of KEP-2839.

The details are commented here, but let me also share the summary.

The KEP is to add a feature to protect resources from being deleted by adding a new field "Liens" to metadata and block deletion request when the field isn't empty. In sig-api-machinery, we are discussing the permission model for the Liens, whether we should choose "Advisory feature" model or "Hard locking feature" model. And in the last sig meeting, we concluded that we need feedback from sig architecture.

Could you give comments on this?
