Exception for PR 114768 - Decouple backoff logic from workqueues

This PR is already approved. This PR improves the way the job controller handles the back-off during failures. This PR prevents intermittent skipping of backoffs due to timing issues. This PR improves the back-off behaviour when parallelism > 1 (currently, back off does not work predictable when parallelism > 1).
