Reason this enhancement is critical for this milestone: This feature helps users to prevent their applications from getting stuck when evicting pods, which in turn can block cluster-autoscaler and draining of nodes.
Risks from adding code late: (to k8s stability, testing, etc.): Almost all of the new code is behind the PDBPodHealthyPolicy feature gate and should be covered by unit and integration tests. The overall risk is low.
Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.) Users will have to live with the current behaviour of PDBs that is insufficient for many use cases (#72320).
