Reason this enhancement is critical for this milestone: This enhancement is needed to enable a larger feature of StatefulSet migration across Kubernetes clusters.
Risks from adding code late: This feature is a low risk change to the StatefulSet controller. All the code is behind a FeatureGate titled "StatefulSetStartOrdinal".
Risks from cutting enhancement: Use case of StatefulSet custom ordinals and cross-cluster migration will not be supported. This feature unlocks use cases that enable higher level operations on a StatefulSet, by a Kubernetes user or operator.
