[ANNOUNCE] JobSet v0.3.0 is released

Hi everyone,

We just released Jobset v0.3.0! The main new feature in this release is a new exclusive Job per topology placement implementation which significantly improves pod scheduling throughput for JobSets running at the largest scale. This was a key area for improvement that we identified when JobSet was used for running the largest ML training job in history.

Thanks to all the contributors who worked on issues for this release! Please feel free to open Github issues with feature requests or any problems that you encounter. You can also find us in the #wg-batch channel in Slack.
