Move to bi-weekly SIG Apps calls

Given the recent content for the SIG Apps meetings, there is a proposal to move to bi-weekly meetings (i.e. every other week). This was discussed in Mondays meeting. Bi-weekly is normal and numerous SIGs do it. If the content increases to the point we need to meet more we can change accordingly at that time.

If you see any issues with this move please let us know. If there are no issues we may start it next week by skipping next Monday.
