[k8s API machinery] v1.20 release code freeze exception: Built-in Defaults

Hi there,

I'd like to request the following code freeze exception.

Enhancement name: Built-in Defaults

• Enhancement status (alpha/beta/stable): stable
  
• SIG: api-machinery
  
• k/enhancements repo issue #: https://github.com/kubernetes/enhancements/issues/1929
• PR #’s: https://github.com/kubernetes/kubernetes/pull/96317, https://github.com/kubernetes/kubernetes/pull/96480
• Additional time needed (in days): 1 day
  
• Reason this enhancement is critical for this milestone: Solves a critical bug for SSA
  
• Risks from adding code late: (to k8s stability, testing, etc.) Code is delayed by a day.
  
• Risks from cutting enhancement: Will delay the fix to server-side apply and its graduation.

The PR mostly got stuck by the github bug and the resulting broken tests.
