[RFC] Adding Lauri Apple as an Enhancements subproject owner

Hi Enhancements + SIG Architecture folx!

I'd like to propose adding Lauri Apple as an Enhancements subproject owner.
Lauri is an incredibly adept Program Manager and is already driving several initiatives across Enhancements, SIG Release, and really, project-wide to improve our collective experiences in writing and consuming KEPs, as well as making roadmapping and issue triage more efficient.

She has been seeding conversations with several PxM folx across the project and plenty of new contributors and I think her wealth of knowledge in the realm will be invaluable (and necessary) for our subproject's long-term sustainability.

I've already talked to the other subproject owners (John, Jeremy, Bob), who have approved this, so I'd like to now take this to the wider group.

If there are no blocking concerns by Monday, October 5th, EOD US Eastern, I'll proceed with updating OWNERS and GitHub teams.
