hello, everybody.
after years of service to the group and various other areas of
Kubernetes (such as SIG Arch, Scheduling, Testing etc) Tim St. Clair
(timothysc) has decided to step down as a SIG Cluster Lifecycle chair
and make space for Vince Prignano as his successor (vincepri).
thanks a lot for your guidance and leadership, Tim. much appreciated!
you must know Vince already. he is a maintainer of Cluster API and
controller-runtime, leading the projects with technical expertise and
fair judgement.
welcome to this new position, Vince!

applying lazy consensus until Monday next week (roughly).
it is important to note that this change is happening during a time
where Steering and various leads are discussing topics such as SIG
lead elections, terms and term limits:

until these process changes are better defined, we will continue
applying our existing process to "pick a successor" as a lead who has
been in horizontal discussions, doing work for the group and most
importantly has the time and willingness to step in the new position!
