KEP: Continuously Deploy K8s Prow [sig-testing]

Hi kubernetes devs,

Per KEP-2539, this is writing to announce that prow.k8s.io will be transitioning from being deployed daily manually to being continuously automatically deployed. The initial/alpha phase will deploy every 6 hours.

As a prow.k8s.io user, you shouldn't notice any difference, the only thing worth noticing is:
- Manual prow deploy notice in #testing-ops channel will now be automatically posted in #prow-alerts channel
