we had disabled the enforcement of production readiness approval for targeting 1.21.

After some feedback during the recent leads meetings, we have provided some additional updates and are proposing to re-enable the enforcement. This email is to notify everyone of a lazy consensus to re-enable this starting now, and ending on January 20 at 4pm PT.

There are two PRs, one which re-enables enforcement, and the other which addresses the documentation and other feedback from the community. Please take a look!
