Removal of balanced attached node volumes

https://github.com/kubernetes/kubernetes/pull/60525/ introduced Balanced attached node volumes feature gate to include volume count while prioritizing nodes in the scheduler before CSI graduated. While it was useful in certain use cases, there is no wider adoption of this feature and it never got promoted from alpha. The scheduler code base has evolved over a period of time and this feature in particular is causing maintainability issues with the scheduler plugin based architecture[1]. So we have decided to remove this plugin since it is alpha and has no api implications.
