Enabling fejta-bot across all Kubernetes GitHub orgs

Hey all,

Today, fejta-bot issue lifecycle management is only enabled on the Kubernetes org. We intend to enable it for all our other active GitHub orgs - kubernetes-sigs, kubernetes-incubator, kubernetes-csi and kubernetes-client - in this PR https://github.com/kubernetes/test-infra/pull/12204.

For more background: https://github.com/fejta-bot automatically marks issues as stale/rotten and closes them if they don't have any activity for certain number of days.

Lazy consensus timeboxed to Friday, April 19, 5pm PT. Please chime in on the PR if you have any questions, concerns or objections.

As funny as "fejta-bot" is as a name, maybe it's time to get a smidge
more serious with it?

Explicit +1 to the idea.

I like fejta-bot as a name, and sometimes we need a tiny bit of fun in the community. An unprivileged user that does stale commenting doesn't feel like a piece we need to be super serious about. It's not a hill I'll die on though if others feel differently.

I think having fun is ok, just might be good to make it be more "official fun" like "kube-nag-bot".  fejta-bot is a bit obscure of an in-joke :)

I personally have been confused by the name until this thread came up and I Google'd for it. Reading Erick @Fejta's tagline on Github makes it all make sense.

My reply is a long winded way of saying +1 to the name change. 

+1 to adding it to other orgs as it is really useful.

Given that renaming fejta-bot (or maybe using another account) will require input from sig-testing and additional configuration changes, we'd like to enable it on all orgs now and do the rename as a follow-up.
