Applying lazy consensus on SIG Release KEPs until Dec 17

Hey folks,
We integrated the feedback we got for both of our ongoing KEPS:
- SLSA compliance: https://github.com/kubernetes/enhancements/pull/3051
- Release artifact signing: https://github.com/kubernetes/enhancements/pull/3061
Since those are provisional and we do not have any blockers, we now
apply a lazy consensus until Dec 17 (EOD) for everyone to provide
additional feedback on them.
