Strong guidance on gates and dropDisabledFields() ?

I see a wide variety of ways that features are handling the "behave as if the feature didn't exist" semantic (when gated).

Do we have guidance that we trust that we can apply generally? E.g. Should dropDisabledFields() be a standard part of REST processing? Is that sufficient?
