Action Needed: Please LGTM the proposal

Hello Kubernetes API Reviewer team,

I need your assistance with the API review process document. You are all considered blocking stakeholders, so in order to get this merged, I need your LGTM on the policy draft document. 

We are trying to get this ratified at the next SIG Architecture meeting this coming Thursday the 28th. 

Please take a look and enter your LGTM at the top of the document, or make suggestions/edits as you see fit. Once everyone has signed off, it will go up as a PR and merged.
