October patch releases moved to October 22, 2024

Dear Kubernetes Community,
Tl;dr: Kubernetes patch releases planned for October are moved to Tuesday, October 22, 2024.
Due to the issues that we encountered while updating Go to 1.23.2/1.22.8[1,2], we were not able to finish the update process in time for the cherry-pick deadline. Because the Go updates are already in progress, we made a decision to delay the October patch releases for one week (October 22, 2024) to be able to finish the process and fully incorporate the latest Go releases.
