[RELEASE] KF 1.6 release Delayed for 2 weeks

Hello Kubeflow Community,

A concern was raised during the May 24th Kubeflow Community meeting about an issue detailing a plan to remove the optional-test-infra. Since, May 26th, test clusters leveraged by most WGs have been removed without a proper alternative in place. This is currently a blocker for the release. Therefore, the release team has decided to delay the release for 2 weeks, with the possibility of another extension until a solution is found for all affected WGs.
