WG ML Experience proposal

Hi everyone,

We have been discussing a proposal for a new working group called ML Experience for a while.

In short, this working group will be responsible for developing and integrating IDE-based tools and extensions to provide a streamlined user experience to data scientists and machine learning practitioners on Kubeflow.

We submitted an official proposal last week, and we would love to hear community feedback.
