[ANNOUNCE] Remove Outdated Kubeflow WGs and SIGs

Hi Kubeflow Community,

As part of Kubeflow CNCF Graduation, we would like to clean up in-active and legacy WGs and SIGs.

We will remove:

• WG Manifests
• WG Deployment
• WG Serving
• SIG Feature Store
• SIG Onprem

If you have any objections, please raise them in the PR by the end of next week.

The deadline for lazy consensus on this change is June 19th, 2026.
