How listen status of deployment

Hi dear,

I am a new user in this group and I am starting with kubebuilder.

I am studyng the book kubebuilder for a project in my company.  

We need listen the status of deployment and a specifc a label.  I want that according to label and status (create or update) the kubernetes doesnt the deployment the PODs and send a trigger for team responsabilie for change the label. 

How can I implement the controller in kubernetes cluster?
