Proposed Design for Controller-Runtime Cache configuration

Hey Everyone,

I proposed a design for how to restructure the controller-runtime cache configuration which in turn will determine what setups can be modelled with it: https://github.com/kubernetes-sigs/controller-runtime/pull/2261

I would love to get ppls input on this, especially from ppl that have use-cases the cache can not support today and/or that have their own out-of-tree cache implementation.

Even if there isn't time for a detailed review, just commenting with use-cases that are wanted and not supported today would be super helpful.
