keyboard shortcuts stopped working

Hi,

I was a happy XFCE and Krusader user when keyboard shortcuts stopped
working in Krusader (and Editor).
It started a while ago, so I don't remember exactly what I did - was
it an upgrade or a configuration change, or no change by me at all?..

No keyboard shortcuts are working: neither Ctrl+C, nor Alt+F, nor any
other keyboard shortcut.

While writing this email I've checked other KDE applications and found
out that all KDE programs have the same problem. Okular, Kate,
Krusader and all other KDE programs don't do anything when I press any
keyboard shortcut.
Please can you advise where I should begin to troubleshoot this problem?

The problem was with XFCE keyboard layouts. When I have removed RU
keyboard layout then my shortcuts started working again.

Krusader is working now. I have just lost cyrillic letters - it is
less worse than to loose all keyboard shortcuts.
