Where is the Tab setup??

Running 2.9.0, and am sure I am just getting dumber, but...

How are the tabs configured (tip/bottom) these days??

Tabs have moved to the top (I believe with the latest update...?), but can't find anywhere to configure them otherwise???

Anyone?

I too had noticed this when I updated, the option to change the location of TABs to Top/Bottom IS in the settings
I just can't recall right now
