Hi everyone,

Today we discussed:

1. Should we add a process/role for adding users with Triage permissions to the github organization to enable PR labelling, project management etc without full Committer rights? We decided that relaying through informal channels like slack is working fine and we will leave things as they are.
2. We planned release dates for 0.24.0 and 0.25.0, decided on 6 weekly cadence
  - 0.24.0 planned for Thursday 27th August
  - 0.25.0 planned for Thursday 8th October
3. Discussed whether we can more eagerly make breaking changes to APIs that are contained behind feature flags, for example the new Routing API. The feeling is that yes, for routing we should make early changes rather than committing to the wrong thing, but that Tom Bentley's SPI annotation proposal is a better way to mark interfaces as having differing stability levels, so this situation should be improved in future.
4. Progress towards Merge Queues. We are keen to progress! Keith Wall is looking into CHANGELOG generation and plans to put up a design proposal, Peter Placzek has also investigated some off-the-shelf solutions.

We did some triage of design proposals, where Authors updated us on their proposals. We also did some cleaning of the Project Board for 0.24.0, ensuring it accurately reflects what is needed vs wanted.
