[Proposal] Deprecating io.kroxylicious.proxy.config.tls

Hi,

On today's community call we discussed issue #3456. The way we think makes most sense to address that problem is to deprecate, and eventually remove, the package io.kroxylicious.proxy.config.tls from the kroxylicious-api module. Because that's a change to one of our public APIs it needs to go through the proposal process. Proposal 94 is the result.
