[Release Date Proposal] 0.21.0 and 0.22.0 Release Dates

Hi all!

Informally we've talked a few times about trying date-oriented releases. This should help Users in their planning, and hopefully be one of those "creative constraints" for Contributors.

First I'm proposing we plan to:

- Release 0.21.0 on Friday May 15, 2026
- Release 0.22.0 on Friday July 3rd, 2026

I'm purposefully not suggesting some systematic way of organizing this yet, just to try it for a few releases.

I followed this up offline and there are no objections, so by lazy consensus we've picked release dates:

- Release 0.21.0 on Friday May 15, 2026
- Release 0.22.0 on Friday July 3rd, 2026

I'll update and release the schedule page on the website
