[Proposal 112] Data virtualization router (union cluster)

This proposal builds on top of Router API proposal.  It the first implementation of the Router API. It presents multiple upstream Kafka clusters to clients as a single virtual cluster, routing requests based on topic ownership.

Any comments are welcome on this thread, or on the PR itself.
