[SMAUG update!] SMAUG version update v2.0

Dear all,
We are happy to share that the SMAUG version update (v2.0) is available on the Team SMAUG website or our public GitHub repository!
To summarize the update:
1) A new hamming weight sampler (HWT).
2) Security analysis for the dGaussian sampler.
3) Justification for the decryption failure probability (DFP).
4) Significant changes in the specification to specify SMAUG in more detail.
5) Partly optimized reference code (but not vectorized yet), which is 5-15% faster (in the same environment) than the previous reference code (v1.0).
The constant time and the memory leakage of the updated codes are checked via Valgrind in the same manner as KPQClean, reporting no vulnerabilities.
