[HAETAE update!] HAETAE version update v1.0

Dear all, 

We would like to announce the HAETAE version update (v1.0), available on the Team HAETAE website. 

To summarize the update,
1) all the missing parts in the first round submission code are included in the reference code, consisting of rANS encoding of the signature and the secret key rejection sampling,
2) we further improve the algorithms in HAETAE, such as the hint vector compression/encoding, the secret key rejection, and the verification key compression,  
3) we update the parameters set w.r.t the above changes,
4) we provide a fixed-point and constant-time reference implementation of HAETAE.

We are also optimizing the reference code and hope to release it shortly.
