[SMAUG update!] SMAUG version update v1.0

Dear all, 

We would like to announce the SMAUG version update (v1.0), available on the Team SMAUG website. 

To summarize the update,

1) we update the estimator

    a) to correctly compute the decryption failure probability, as it was wrongly computed in the 1R submission document, 

    b) to consider the Meet-LWE attack (Alexander May, Crypto'21), 

2) we further compress a part of the ciphertext, 

3) considering the above changes, we update the parameter sets, resulting in slightly smaller ciphertexts and larger public keys and secret keys than before, 
4) lastly, we provide a constant-time reference implementation of SMAUG, which is much faster than before. 

We are also optimizing the reference code and hope to release it shortly.
