The latest chapter of Dragon Ball Super's manga was the first installment of the "Granolah The Survivor Arc", showing a brand new bounty hunter to the world of the Z Fighters, and with it, Vegeta has been given a unique opportunity to increase his power without diving into the same path that Goku had taken with Ultra Instinct. Vegeta spent a good part of the Moro Arc training on the Planet Yardrat, learning a new technique in Forced Spirit Fission and opening an alternate path for the Prince of the Saiyans to take that Son Goku hadn't originally thought of!
When some of the dragon balls are located to be held by Bulma, Red has his army swipe them at Muscle Tower. This backfires as Goku manages to not only fight off the attacking army and topple Muscle Tower, but he also manages to swipe a dragon ball held there as well.
Upon being told that Muscle Tower was destroyed he immediately asks about the dragon ball he had there, showing no concern over the troops he lost. Upon which, he sends General Blue to get the dragon balls back.
General Blue is successful in bringing back the lost dragon balls and even captures most of the party responsible for stealing them from the red ribbon army (only missing Goku who Blue assumed to have killed), but Red considers him to have failed anyway due to not coming back with all of the dragon balls as there was one back at the beach that Blue wouldn't have even known about and has him executed immediately.
After Goku comes to, he uses the dragon radar to find the red ribbon base, where he starts laying waste to the army. Upon seeing this for himself, Red gets ready to head for shelter while taking the dragon balls with him. However, he expresses frustration over being unable to get Goku's dragon ball to make himself taller in front of Black. From there, he reveals that he doesn't care what the army has to say and that they are nothing more than tools to him while ordering Black to obey him without question just before he is shot by Staff Officer Black, causing him to fall to his death.
Now in main canon, Commander Red displayed some honor as he gave General Blue a chance at redemption, and he threw a feast for Tao. That is not the case in this movie. Tao is completely absent, so Red doesn't throw a feast to honor anybody, and he is even worse when it comes to Blue who he has executed after successfully bringing some dragon balls on the excuse that he failed because he didn't bring them all.
