Proposal: Community Outreach SIG

Following up from today's architecture call, I propose establishing a SIG within Konflux dedicated to upstream community outreach efforts. The scope and mission of this working group can be found in the community repo pull request [1].

Please take a look - once approved I'll work with the maintainers to set up a kickoff meeting and standing agenda document.

It is official! We now have a Community Outreach SIG.
