Moving site to github

[Gregory Haynes]

Now that github has added features for issue tracking and project wiki's, I am
going to be making a trial run for moving the development site over to github.
Hopefully, this move (if it works out) will bring the project more into the
public spotlight and make it more accessible for new developers.
