Help : How to publish paid apps on Google play market

Hello good people,

I've created an app for a client who wants to sell the app on  the Google play market but Google is not allowing me to post paid apps onto my developer console cos Ghana is not enlisted as part of the countries from which paid apps can be posted onto the market. I have a Google wallet account which I tried using but it was still rejected cos am from Ghana. Please if anyone knows a way around this problem please do help me out as soon as possible.
