Known 1.5 Release

I had a short chat with Ben and we'd like to propose an interim 1.5 release.  I've updated the milestones in github and have started adding some issues.

The main changes are to position known for easier development and maintenance.  The first large change is to reimport plugins into the core.  While super flexible splitting off core plugins has made it difficult to iterate on new functionality.  By doing this in a point release we can simplify and update more easily.

The other change I added was utf8mb4 support for mysql.  This is a little tricky to migrate using the brittle sql based migrations, so I'd like to just include that as an update with some docs on how to update your existing database.   [but if someone would like to contribute a migration tool I won't say no!]

Thank you for having updated the 1.5 release structure.

I intent to take care of what we've discussed this week end.
Sorry for remaining silent those last two weeks. I didn't see them flying.

I've got a bit of experience with utf8mb4 support
since I had to migrate a known  instance so that queries don't break over emojis 😅
I could look into it but first thing first: I need to deliver the editorconfig thingy related to
