Thinking about KF projects

Think of this as a "what if..." inquiry.

What if one or several prototype knowledge garden platforms were to
begin as projects among us and elsewhere.
The scenario poses an interesting question:

What is an appropriate platform with which to foster such development?

My own thoughts run in directions like sourceforge.net or maybe a
different but similar platform.
I have no expectations that all or projects will be java; some will
use other means.

Just thinking outloud.
