Remove knative-sandbox/delivery from the Knative release train

Hello Knative Users,

we are considering removing knative-sandbox/delivery from the Knative release train, at least until we find a new owner. If you are using this repository, please let us know ASAP.

https://github.com/knative-sandbox/delivery does not exist so I am betting no one is using it.
