[ANNOUNCEMNT] TOC membership changes Scott steps down, Paul steps up

Scott Nichols has stepped down from the Technical Oversight Committee (TOC), we want to thank Scott for all his contributions to the TOC. 

Paul Schweigert is stepping up as a new member of the TOC serving the remainder term until the next election. Let's welcome Paul to the TOC.

Thanks everyone!! and special thank you to Paul for stepping in to finish this term up. I will have to have my attention on a new position and regretfully don't have the time for Knative, but you all know that I am rooting for you and you will bet I will find some way to become a downstream user of the project in time and then who knows! Maybe I will be in a position to participate again :D Best of luck to Paul and the whole Knative community. It has been a wild 3+ years.
