loaded apache, kmotion starts but no listening on port 8085

New to trying this tool out for my ip cam.  I configured apache and it works fine with the default welcome page.  Kmotion is setup in my home path and it appears to start.  When trying to reach my page on my local linux box on the default 8085, nothing shows up.  In looking at my netstat, I see port 8085 is NOT listening.  Not sure whats happening.  Ubuntu 12.10.
