I develop particular KML overlays for a web enabled GE interface. I'm
looking for a way to export a screen capture to Power Point via an on
screen button, hopefully hosted in a KML document.

I'm open to suggestions and alternatives, but I really want this to be
as simple as possible for basic users.

Basically:
I need a button that sits on my web enabled GE interface that can be
pressed by anyone that takes a screen capture of current screen and
exports it to a new Power Point document.

The only thing that jumps out at me is that the OpenOffice suite can
produce a .ppt,
and the API for it is open:
http://api.openoffice.org/

have fun!

Sounds like a contravention of the terms of use to me, image capture
of the copyright background material.
