anyone tell me of an easy way to convert between garmin img files and
google earth kml/z files? both ways?
also, more generally, what's the easiest way to make my own img file
from, say, a scan of a hand-drawn map?

You might want to look at something like GPSMapEdit, which is a good
editor for img files. You can probably use some convertor to convert a
KML file to a format it understands.
One possibility is to go via OSM format, as I know there are a number
of converters of OSM=>img. Not sure there are so many KML=>OSM, but
both are just XML so you could probably write that yourself.
What I'd really like is to upload simple calibrated JPEG files to a
GPS (contained in a Garmin wrapper I expect), but I can't find out for
sure if this is even possible. Do you know? Oh, wish it were all
simple... As for your final suggestion, made me smile!
