Google Earth Layers & Draw Order

This is not about kml code. My question is about Google Earth itself.
It appears that the draw order does not work properly. Some elements draw first regardless of the draw order requested. Also, Path elements do not even have a draw order option.
Is there any magic to this. Is there any intention to make draw order actually work in the future?
