Heading/Rotation for symbol

I am using the tag <heading> to plot vectors on GE. I am not sure
whether this is a bug or not so I just post it here.
It appears that this feature only works for the normal view (North
arrow points at 0). The arrrows do not rotate to accomodate other
viewing angles. For instance, a vector pointing toward the east will
show up as an arrow pointing south when the north arrow is facing
90).

Anyone else is trying to do what I am doing? Is it a bug or I am not
understanding the documenation? Any suggestions?

Has anyone else ran into heading/rotation issue for symbol?
For advanced users, do you think it's a bug and I should post it into
the bug tracking page?

I just want to follow up with this issue.
The latest release has the problem fixed. I use GE Pro v5.1.3533.1731
