I created a KML tour but do not have audio with it. When I have tried using the GE audio recording tool the elements do not show up properly. So, if I simply record a voiceover on a mp3 file how do I access the code to link the two?

That's because http://dev.keyhole.com/ is not available. This may be related to the recent outage of the Google Earth community which is also on keyhole.com, but I suspect it pre-dates that. I don't know if those sound files will be available again, but the principle is explained on that page. Just replace those lines with links to your own mp3 file(s) and it should work.
