I want to get the border of every province in Japan, and could anyone
tell me how to export polygon data from Google Earth as a kml file.

You can't export the polygons of the province data for Japan from
Google Earth. They are available here in a number of formats
http://www.gadm.org/Japan which might be of use to you.
To export a polygon you have created in google earth, on the places
area to the left, right click on the polygon and save place as and
choose kml.
