Need help creating script to select coordinates that lie within a polygon

I have a database of locations (lat & long coordinates). I want to
define territories w/ polygons in Google Earth, and then search my
database to pull out the records w/ locations that fall w/in the
polygons I've created on Google Earth. Can this be done? If already
done, where can I find it? If not, can anyone do this for me? If so

It sounds like your query will be of geo type i.e. based on proximity
to a specific lat/long or within a bounding box. Check out GeoModel
