patch suggestion - fastsave-kb, fastload-kb, loadkb

Hello,

The attached Lisp file:
- fix a problem in fastsave-kb (occurs in Lispworks at least).
- add a compile keyword to fastsave-kb to compile the fkm file.
- define an updated version of fastload-kb to possibly load the compiled fkm file.
- define a new loadkb function (no hyphen) that loads the most
recent file among the km, fkm and compiled fkm files (maybe
loadkb should just replace load-kb).

Tested on LW.
If you want to test, just load this code after KM.
