For your second module(state responsibility) you can refer to the
relevant chapter in the book of  Malcolm N. Shaw apart from that you
may also go through this material. Though this is huge but just focus
on the relevant articles.
Art 1-3 (general Principles) Art 4-10 (attribution) Art 20-25
(circumstances precluding the wrongfulness), Art 30 - 35
(consequences)
