Hello All.
My best recommendtion for this kind of thing is that you contact and seriously consider getting your school to become a member of the Council for Spiritual and Ethical Education (www.csee.org). David Streight is the director of the organization, and he a terrific resource. CSEE has conferences all year long, which are extremely inexpensive (even more so for member schools).
I have been going to CSEE conferences for about four or five years now, and I find them to be extremely helpful, especially because CSEE pulls in the best researchers, educational philosophers, and writers from the field of Character Development and Moral Education. In fact, I am flying to San Deigo tomorrow afternoon for a conference on "Evaluating and Fine-Tuning Character Education Programs" during which I am sure we will discuss anti-bullying components.
My involvement with CSEE has been one of the most important parts of my career since Klingenstein. I cannot recommend it highly enough, and I would love to advocate for it more should anyone be interested in learning more.
Back to JK's question, it is hard to recommend any anti-bullying program because there are many, and so much depends on the students (their age and background), the degree of the bullying problem, and the school culture. Some "programs" are most effective when they are not actual programs but wider or more strategic initiatives. I think you should start by calling David at CSEE and explaining your situation.

You might try getting The Bully Free Classroom by Allan L. Beane, Ph.D.. I think you can order it through CSEE (1.800.298.4599).
Another book you might want is by Dan Olweus: Bullying At School: What We Know and What We Can Do. (1993).
